A curious code to solve

A few friends of mine have been working on several ciphers and they cannot crack this one. Someone confirmed it is similar to a CyberPatriot one, but not exact. Any clue as to what system is uses?

So far I’ve been able to find out one letter might be a “c”. This seems like a cipher that’s been encrypted with another cipher. Although keep in mind I might be completely wrong at the same time.
